I wish I could tell you for sure, but if they're the kind I'm thinking of, I think it's just cheddar. I posted about Chinese Bakery Style Hot Dog Buns on my food blog before, and I used regular shredded cheddar and it seemed similar. But I don't think I've ever seen the ones with the strip on top, so maybe you're talking about something different.
